The answer here tends to be order. The Emperor builds the frame — rules, routines, someone accountable — and the freedom that comes out of it is real rather than a consolation prize. It's a good card for taking charge of something you've let drift.
Reversed
Reversed, control has usually stopped serving anything: rigidity, a rule kept because it's a rule. Or the opposite, a structure nobody is holding, so the work quietly falls to whoever cares most. Either way, people are left guessing where the edges are.
